- Provide information for the freight plan on distribution hubs with cargo bikes or electric vans by determining likely success and failure factors, traffic volumes, coverage areas and locations.
- Propose improvements in local freight operations.
- Examine experience elsewhere on encouraging vehicle sharing with such means as purchase subsidies, different ownership models (for subscriptions, rentals and clubs) and favourable pricing or availability (of road lanes, parking bays and chargers).
- Work towards the creation of the walking, cycling and access plan, by (for example) finding places for greener uses (such as parklets, seats, hedges, trees, cycle hangars and shared parking bays) and access improvements (such as raised crossings, footway repairs and tactile surfaces).
